各位代表：
Fellow Deputies,
现在，我代表国务院，向大会报告政府工作，请予审议，并请全国政协委员提出意见。
On behalf of the State Council, I will now report to you on the work of the government. I ask for your deliberation and approval. I also ask members of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) for their comments.
【学习笔记】
1、在政府工作报告中，“各位代表”一般译为Esteemed Deputies或者Fellow Deputies，不过在包括2020年在内的近五年政府工作报告中，2016和2017年采用的是第一种译法，最近三年的报告均译为Fellow Deputies。
2、对于经常学习政府工作报告的同学们来说，第一段的内容肯定不陌生了，每年的政府工作报告的学习都是伴着这几句话开始，历年句子变化也不大。
“请予审议”译为：ask for your deliberation and approval。
deliberation: the process of carefully considering or discussing sth. 意为：细想；考虑；商议；审议。
3、对于经常学习政府工作报告的同学们来说，第一段的内容肯定不陌生了，每年的政府工作报告的学习都是伴着这几句话开始，历年句子变化也不大。
“请予审议”译为：ask for your deliberation and approval。

4、除此之外，两个专有名词积累：

全国政治协商会议（简称全国政协）the Chinese People’s Political Consultative Conference (CPPCC)
这次新冠肺炎疫情，是新中国成立以来我国遭遇的传播速度最快、感染范围最广、防控难度最大的公共卫生事件。在以习近平同志为核心的党中央坚强领导下，经过全国上下和广大人民群众艰苦卓绝努力并付出牺牲，疫情防控取得重大战略成果。当前，疫情尚未结束，发展任务异常艰巨。要努力把疫情造成的损失降到最低，努力完成今年经济社会发展目标任务。
The COVID-19 （是世卫组织的官方命名的专用名词，且关系到病毒溯源问题，应按官方名称拼写）epidemic is the fastest spreading, most extensive, and most challenging public health emergency China has encountered since the founding of the People’s Republic. Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, and through the hard work and sacrifice of our entire nation, we have made major strategic achievements in our response to COVID-19. At present, the epidemic has not yet come to an end, while the tasks we face in promoting development are immense. We must redouble our efforts to minimize the losses resulting from the virus and fulfill the targets and tasks for economic and social development this year.
【学习笔记】
1、关于文中“传播速度最快、感染范围最广、防控难度最大的”这三个并列成分，如果直译为：the most rapid spread, the most widespread infection, the most difficult to control，是不是完全形不成句子？官方译文没有拘泥于原文中的“速度”、“范围”、“难度”，而是灵活译为：the fastest spreading, most extensive, and most challenging，采用词性转换技巧处理，既简单，又能传达原文的含义。
2、大家都知道，“新中国”特指1949年由中国共产党领导建立的中华人民共和国，因此“新中国成立以来”必须译为since the founding of the People’s Republic of China。
3、公共卫生事件：没有译为public health events，而是用emergency一词替代events。Emergency (n.)的英文解释: a sudden serious and dangerous event or situation which needs immediate action to deal with it（来自牛津），意为：需立即采取行动应对处置的“突发事件、紧急情况”，它的语义范围更宽，更能体现出此次疫情的紧急性特征。相对而言，英语词汇的语义范围要宽于汉语词汇的语义范围，汉语比较实，英语比较虚，尤其是一些名词，涵盖的语义较宽，翻译时需要认真体会，才能充分揭示其本义。
“卫生”一词除了health之外，还能查到sanitary。区别为sanitary: connected with keeping places clean and healthy to live in, especially by removing human waste（来自牛津）卫生的；环境卫生的；公共卫生的。Health: the work of providing medical services（来自牛津） 医疗；保健；卫生。世界卫生组织中的“卫生”用的同样也是health。
4、在以习近平同志为核心的党中央坚强领导下：Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core。把这个表达直接积累到小本本上，常见，常用。比如2019年的政府工作报告中也出现了这个表达，处理模式基本一致，只是把“坚强”译为firm，“党中央”译为the Party Central Committee。
5、“全国上下和广大人民群众”没有逐字翻译为the whole country and the broad masses of the people，而是简化翻译为our entire nation，这正好把原文中的两个并列成分包含进去了，而且也不显啰嗦。与前述相同，英语的语义范围宽，用词简洁，表意到位。
6、“艰苦卓绝努力”译为hard work。中文的四字格是汉译英时常遇到的问题，而政府工作报告出现四字格的频率也很高。在翻译时，不要试图逐字翻译每个四字成语，而是应考虑这个词在句子中是什么意思，怎么翻译才能简练地传达意思。此处的“艰苦卓绝的努力”其实就是hard work之意。另外hard work这一词组在政府工作报告英译中出现频率挺高的，基本都是不同的原文根据语境都翻译为了hard work。比如2019年报告中“实干”及“千辛万苦干”都译为了hard work。
7、积累几个短语：

努力做某事：redouble our efforts to
完成任务目标：fulfill the targets and tasks
经济社会发展：economic and social development
