The ordinary person is innocent; he becomes guilty only when he carries a jade. / The common people are innocent; they become guilty only when they hav ea piece of jade. (In former times it is used to mean that possessing money and valuables will often bring about disaster, or used to mean that one with talent is apt to be resented.)
