强权政治和霸权主义在国际政治、经济和安全领域中亦然存在并有新的发展，地区冲突此起彼伏，南北发展差距继续拉大，环境恶化、武器扩散、国际犯罪、恐怖主义等跨国问题困扰着人类。如果我们不能解决这一系列重大问题，世界就难易发展。
Power politics and hegemony still exist in international political, economic and security realms and have further asserted themselves. Regional conflicts have erupted one after another. The gap in development between North and South continues to widen. Mankind is plagued by trans-national problems such as environmental degradatio, arms proliferation, international crimes and terrorism. If we fail to address these major problems promptly, it will be difficult for the world to develop further.

With regard to what course to follow and how to resolve these problems, the initiative is in the hands of the people of the world. To help establish a just and rational new international political and economic order is a task of vital importance, a task that people of all countries and farsighted statesmen have to ponder over in seriousness and with prudence.
