以善服人者，未有能服人者

以善服人者，未有能服人者；以善养人，然后能服天下。天下不心服而王者，未之有也。

There is no one who can make others obedient by his good behaviours. But one can make the people under heaven obedient by educating and edifying them. One can never get the country unified when the people aren’t obedient at heart.
